Matthew Krcelic

Matthew Krcelic


Matt has over 15 years of Human Resource Management experience, including HR operations, strategy and process re-engineering.  He has helped organizations doing business in financial services, IT, entertainment, life insurance and asset management both in Japan and The United States to improve their HR operational efficiency, recruitment processes, and overall HR function/service offerings.  

He currently serves as Regional Head of Human Resources and General Affairs at Asia Pacific Land.  Matt has also served as interim HR Director in the Japan office of a US based e-commerce company, the Country Head of Human Resources for PCA Life Insurance in Japan and as the Vice President of Business Operations for Square Enix in the United States.

Matt holds a BS in Administration of Justice from The Pennsylvania State University.


Victor Lee

Vice President

Victor has over 10 years of marketing experience, including marketing strategy, branding and online marketing.  He helped develop and market several financial products for Citigroup and Shinsei Bank.  Prior to joining Silverback Solutions, Victor served as Vice-President of Marketing at Asia Pacific Land (Japan), Ltd. where he developed strategic marketing plans for some of the company’s retail assets and oversaw all marketing promotion and research activities. 

Victor is fluent in Japanese and holds a bachelor of business administration and MBA degrees from the University of Hawaii.


William Brooks


William has managed and delivered talent acquisition and Recruitment Process Outsourcing (RPO) services for over 10 years in Japan.  He lead the development of a business that provided one of the first complete recruitment process outsourcing solutions to the Tokyo market and built a platform that provided services to Fortune 250 clients throughout Japan.  

William founded and served as Representative Director of Improved Outcome, a firm that specializes in providing recruitment process outsourcing and staffing solutions to the pharmaceutical industry which he sold to inVentiv Health in March 2013.  

Prior to starting his own firm, William worked as a Director for Hays Resource Management Japan where he was responsible for building their RPO service offerings.

Before that he was at Hudson Japan KK (Lone Star Group) where he worked as a Manager for Talent Acquisition, Training and Development and as a Recruiter for I Management Japan.  William is one of only six individuals in Japan certified as a Leadership Coach through the Stakeholder Center Coaching by Marshall Goldsmith.

William is fluent in Japanese and holds a BA in International Relations from the University of Central Florida.
